On April 20-22, hundreds of delegates from 34 countries met in Quebec City Canada to expand NAFTA (North American Free Trade Agreement) to include all of North, Central, and South America. The FTAA agreement was negotiated in secret behind 3.8 kilometers of mesh chain link fence that has been constructed by the Jean Cretien government to keep out protesters.
